February    March    June     August    September    October   November  December

Bi-annual Membership Meetings:

Spring Meeting   Fall Meeting

DPA Executive Board Meeting Dec 1, 2005

Attendees: Jim Thompson, Jamie Pierce, Steve Robb, Lisa Newton, Grace Olin and Brian Cichella

Following the reading of the minutes from the November 3rd board meeting, these items and subjects were discussed:

Annual Letter of Request for Donations

bullet

580 Letters, including return envelopes were mailed to residents of the entire watershed

bullet

This letter gave residents two distinct options in which to apply their funds----the Endowment Fund and/or directly to Milfoil Control

bullet

The cost of this mailing, including postage and the required two envelopes came to $270.00

bullet

As of November 30th, $335.00 in funds has been received, with more expected closer to the year-end tax date.

Dudley Pond/DPA emblem, logo, etc.
Brian mentioned the idea of creating a sticker, decal, magnet or emblem with an outline of Dudley Pond or possibly a totally separate DPA logo. He felt and the board agreed, that the receipt of this type of item, with the annual donation letter, could have helped to encourage a better return. This “item” could also create a recognizable design for any future mailings and other DPA business.

Jim mentioned that he may still have some of the old stickers designed by John Darack for the Winter Carnival, as a good starting point, while Steve mentioned that he will check into his resources for furher ideas. Discussion continued with mention of the prior “Where the xxxx is Cochituate” t-shirts and sweatshirts, designed by the now defunct Pep’s store and whether the DPA might want to consider re-instituting these to build local pride for Cochituate and the Dudley Pond area.

Membership Issues:
Brian, who recently joined the Membership Committee, indicated that he was waiting to hear about the next steps involved in the recruiting and retention of members. Jim apologized for this oversight and explained that he was waiting to hear from lst Vice President Russ Ashton, who heads up this venture. Jim indicated that since Russ has not attended recent meetings, he would stop by Russ’s house in the hope of discussing this matter and review plans for the future.

COLAP and other pond associations
Several discussions took place regarding the role of the above organization and other Pond Associations in Massachusetts. Brian wondered if we could hook-up with another pond or lake organization and work together to address similar issues and problems. This is certainly something worth pursuing, while recognizing that no two associations are alike. Attempts to follow this course of action, in the past, never came to fruition, but this may have been due to a non-realistic time commitment from the association. Grace pointed out the DPA continues to be in the forefront in most critical areas, including the pending introduction of weevils to Dudley Pond.

Other fund sources:
Jim will soon contact Rep. Susan Pope, so that he, Lisa Newton and possibly John Darack can meet with her to inquire about receiving a grant under the Lakes and Ponds program. Lisa also mentioned several other sources, although they appear to be related specifically to drinking water issues and may not apply to general pond matters.

High water level in Dudley Pond
Several people pond residents commented on the high level of water now occurring in the pond. Discussions with John Darack indicated that his basement is starting to see water seepage. Molly Upton also noted that the dam and/or culvert is blocked, with little or no water freely flowing. Jim and John visited the dam and removed what they could in the form or leaves and other assessable debris. Molly called the MWRA and spoke to a Bob De Chellis (508) 424-3619 who agreed to visit the pond on Friday, Dec 2nd to review the situation and use his hand-held equipment.

One major problem appears to be outlet portion leading towards Happy Hollow School. Molly noted that the water is actually flowing closer to the school, but not at all, when leaving the pond. John and Jim noted that the water level is so high that the outlet pipe that is actually buried below water level causing a stagnation to both sides.

This continues to be a major concern and is compounded by the road salt and sand coming from roads surrounding Happy Hollow School. The Highway Dept, and DPA are still awaiting the Conservation Commissions agreement to allow work in this area. Other steps will need to be taken, if the MWRA cannot relieve this situation asap and the C.C. continues to delay action.

Warrant Article for Spring Town Meeting-SWQC
Jim spoke to Jackson Madnick relative to his committee preparing and submitting a warrant article for the April Town Meeting. Jim and Judy Currier were asked to attend a meeting with the SWQC, on Monday, December 5th to provide input for this article. The intent of this article is to appropriate funds for the hand-pulling of milfoil by various divers.

Next meeting will be held at 22 Sycamore Road, 7:30pm on Thursday, January 5, 2006

DPA Executive Board Meeting 11-3-05

Attendees: Jim Thompson, Jamie Pierce, Steve Robb, Lisa Newton, and Karen Lowery

Endowment Fund:

At the Annual Fall Meeting of the Dudley Pond Association, members voted that $4000 be budgeted for the Endowment Fund for 2006. Jamie Pierce explained how this money would be moved from the Operating Budget to the Endowment Fund. Donations earmarked for the Endowment Fund will be deposited into a checking account until one or more Operating Budget CD’s become due. At that time, the Endowment Fund donations in the checking account will be combined with the money from the CD’s to create a new, $4,000 Endowment Fund CD.

Pursuing Donations and Grants:

Jamie proposed members of the Association aggressively pursue environmental foundations and organizations for financial contributions to help support the work of the DPA. He also suggested we look into research groups/universities that might like to use the Pond as a research location.

Jim Thompson and Lisa Newton will contact State Representative Sue Pope to ask her about money available on the state and federal level. It’s possible there may be funding available in another Ponds and Lakes Grant.

Jamie Pierce will research private foundations which may be interested in supported the DPA.

The Research/Weed Committee will be reinstated to research funding possibilities and other new developments in the area of pond preservation.

New DPA Members Volunteer to Help

Brian Cichella offered to help on the Membership Committee
Cheryl Kreinbring, Tom Klem, Susan Green and David Pool have offered to help with hand-pulling and the dive boat.

Funding - 2006
  1. With diving costs increasing the Board discussed how the budget could best meet expenses. Jim Thompson will consult with Ted Fiust, our coordinator of the pulling/diving project, on issues of liability costs, fees for divers and others expenses for the new year.
  2. Jackson Madnick, the SWQC and the DPA will write a warrant article for the Spring Town Meeting asking for up to $20,000 to be used for hand pulling expenses. A citizens’ petition may be passed among the membership community to be signed supporting this warrant article.  Supporters will be asked to come to Town Meeting.
  3. The DPA Year-End Annual Fund Drive letter will be sent out with
suggested amounts for tax-deductible giving and a tear off form to send in at the bottom of the letter.

Membership

  1. Discussion was held on how to include more DPA members in the
activities and responsibilities of the Association. The Board decided to ask Jim Ogletree for a member and volunteer list so the Board can contact members personally to ask for volunteers, petitions to be signed etc.
  2. Steve Robb suggested we approach ice fishermen for a donation to the DPA.
  3. The Board discussed reinstating the Family Membership level.
This would require a by-law change and must be voted on at the
    membership meeting.
  4. Nominations for new Board members are needed for the annual spring meeting. The Board was encouraged to approach DPA members who might like to serve.

Fund-Raising Committee

Since the DPA is a “pioneer” in using natural means to treat milfoil, discussion was held about preparing a Power Point presentation for environmental organizations. Lili Griffin’s presentation was cited as effective and powerful. Perhaps this could be used again or used as a model. Stan and Mary Ann Wolfarth and Irene Prager might also be consulted.

Board members discussed the importance of a presentation that gives a wider view and historical perspective of the Dudley Pond Association’s stewardship in addition to milfoil control. It is vital to have a clear message to give environmental groups and others when asking for their support.

Respectfully submitted,

Dudley Pond Association Annual Fall Meeting Minutes
October 30, 2005

Welcome and Introduction: Jim Thompson

Introduction of New Members

Minutes: from the Spring 2005 Meeting were read, corrected and accepted

Treasurers Report: Jamie Pierce
• The Dudley Pond Run had its most successful year with net proceeds being $6,341… a $2,275 increase over last year.
• Hand-pulling costs totaled $5600 from the DPA budget, with $3600 coming from the S319 Grant, and $2000 coming from the Capital Fund
• The new Budget will have the same line items as last year but more money will be needed for hand pulling. There is no more money in the S319 Grant for hand-pulling.

Motion Made:
John Darack suggested the DPA deposit a fixed percentage of surplus funds to the Endowment Fund each year beginning with the 2006 budget. That way, the Fund’s $100,000 goal will be reached sooner. When the goal has been met, interest from the fund can be used for hand-pulling expenses in the future. He made a motion to deposit $2000 into the Endowment Fund for 2006.

Jim Thompson asked that discussion and voting on the motion occur after the reports from Jackson Madnick of the Surface Water Quality Committee and Ted Fiust, in charge of diving and hand-pulling. After these reports, the DPA members would have a better idea of 2006 needs and expenses.

Membership Committee: Jim Ogletree reported that the DPA has 235 members. Of the 235 members, there are 166 individual, 56 lifetime, 11 sponsors and 2 youth.

Dudley Pond Run Report: Jim Thompson gave thanks to members of the Association who worked hard to make the Run such a success this year. Special mention was given to Linda and Bob Smith, Ted and Sherry Fiust, Karen and Mike Lowery, Marcia Filiurin, and Jamie Pierce, as well as to all the volunteers who gave hours of help and support to make the DPA Run a success.

Jim also gave an overview of the results of the Run and noted the wide range of ages participating in the event this year.

S319 Grant Update - Judy Currier
bullet

Weevils will go into the Pond in June 2006 near the Chateau Cove where there are many milfoil plants.

bullet

Judy and Karen Lowery met in September with Bob Hartzel and Brian Monahan of the Conservation Commission to examine the area, near the Middle School, that will be used for the bio-retention cell and the inlet stream restoration projects.

bullet

Bob Hartzel met with the Conservation Commission in October to brief them on the project prior to submitting the Notice of Intents necessary to proceed with the Bioretention cell and the outlet stream upgrade. The ConCom had several concerns regarding the project and are concerned that trees may need to be taken down in the inlet stream area

bullet

The Highway Department has agreed to begin work on the bio-retention cell and the inlet stream between April and June 2006.

Surface Water Quality Committee Update On Milfoil Control

Jackson Madnick gave an update on ponds that have had success with milfoil control. His update included:

bullet

Milfoil control using weevils is most successful after 5 years time. Meanwhile hand pulling must continue.

bullet

The Quabbin Reservoir has introduced 100,000 weevils as well as several lakes and ponds in western Massachusetts.

bullet

Cushing Pond in Vermont uses aggressive hand-pulling and monitors fertilizer use near the pond as well as boat inspection.

bullet

With weevils, milfoil plants weaken and fall but the pond is never rid of milfoil as with Sonar.

bullet

Dudley Pond has a ground cover of the Najas plant, which makes it difficult for milfoil to grow.

bullet

There will be no money from SWQC for hand pulling in 2006. All Town budgets are being cut.

bullet

The SWQC will write a warrant article for Town Meeting to request money for milfoil control but the Town will ask how much the Dudley Pond Association will put in.

bullet

SWQC will pursue getting State money because Dudley Pond is a “great pond” and is owned by the Commonwealth.

Diving and Hand-Pulling Update and Recommendations for 2006 –
Ted Fiust

Ted thanked Jamie Pierce and Jim Thompson for the many volunteer hours they gave to manning the divers’ surface boat and disposing of the milfoil plants pulled. He then gave a report on the hand-pulling effort for 2005:

bullet

45,270 plants were pulled during 406 diving hours. The cost was $16,422.

bullet

The diving will continue to the end of October.

bullet

The milfoil is under reasonable control

bullet

Referring to a map of Dudley Pond, Ted showed where milfoil remains

bullet

Areas of greatest density are Filiurin’s cove and the Chateau cove

Growth and spreading of milfoil:

bullet

Milfoil spreads in several ways: 76% of the time it spreads under sediment growth at the bottom of the pond, 24% of the time it spreads through fragmentation, sometimes it is spread through seed dispersal

bullet

Milfoil can grow in “patches”

bullet

Najas plants help keep the pond milfoil free because the milfoil fragments, which land on the Najas plant, can’t get to the sediment to grow.

bullet

Bob Hartzel thinks the Najas plant may have helped clarify the pond water this year.

Ted’s recommendations for next year:

bullet

Start hand-pulling earlier than July and August

bullet

Barriers should be placed around the milfoil plants, which remain as part of the weevil introduction program, to prevent fragments of the plants from moving to the rest of the Pond.

bullet

The DPA should ask community members to pick up milfoil fragments that reach the shoreline. Scouts or other organizations might establish a community service project and help fragment pickup.

Money budgeted for milfoil control and for the Endowment Fund

After the hand pulling, diving and milfoil report by Ted Fiust and the report by Jackson Madnick of the Surface Water Quality Committee, the motion, previously made by John Darack, was discussed. Mike Lowery made a motion to amend the motion. The motion was amended to increase the deposit into the Endowment Fund, from $2,000, to $4,000 in 2006 and also to budget $14,000 for diving and hand pulling in 2006.
The amended motion was passed.

If extra money is needed for diving and hand pulling, the DPA Board can budget an additional $1500 without general membership approval.

Discussions were held on these concerns:

bullet

The Daymarc Foundation gave a very generous contribution to support the DPA in the search of natural means to control milfoil.

bullet

A committee of DPA members should be formed to seek out other organizations and foundations that would support our cause.

bullet

We need to contact more members of the DPA to help with manning the surface boat for the divers in 2006.

bullet

It was suggested that a special account be established for contributions earmarked for milfoil control.

bullet

Marilyn Darack reminded members to take a bag when they are walking to collect trash seen along the road. The Boston Globe has been very supportive of the Dudley Pond trash pick-up campaign. They are requiring newspaper delivery people to pick-up the straps used to bind the newspapers instead of leaving them on the road.

bullet

Jim reminded the membership that we will be voting for new officers at the annual Spring DPA Meeting. He encouraged members to talk to people who might be interested in being on the DPA Board.

bullet

Members were also asked to update their email addresses

DPA Executive Board Meeting 10-6-05

Attendees: Jim Thompson, Jamie Pierce, Grace Olin, Brian Cichella and Karen Lowery

S319 Grant:

A report was given by Karen Lowery who attended a meeting held September 13 at the Middle School and the Route 27 work sites. Also attending that meeting were Brian Monahan from the Conservation Commission, Bob Hartzel of Geosyntec, and Judy Currier, the Town's manager of the project.

Karen showed photos of the site where the bio-retention cell will be built near the Middle School and photos of the area across Route 27 where erosion has taken place. The purpose of the September 13th meeting was to familiarize Brian Monahan with the details of Geosyntec's plans and show the locations where work is to be done. He will take this information to the next meeting of the Conservation Commission.

Update on Hand-Pulling Milfoil Report:

The DPA received $4,000 from the Surface Water Quality Committee to support a final hand-pulling effort of milfoil plants for 2005. Together with the $1500 voted on by the DPA Board, the divers were able to pull additional plants before the cold weather made diving too difficult. 42,000 plants have been pulled this year.

There are several areas around the Pond that are heavily infested with milfoil plants. Bob Hartzel will decide in which of these areas he will introduce the weevils next spring.

It will be important to write an Article for Town Meeting regarding funding for additional hand-pulling in 2006. There are strict guidelines for writing Articles and the deadline is December 1st. DPA will discuss this with the Surface Water Quality Committee.

Dudley Pond Run/Walk

Jamie Pierce reported that this year the Dudley Pond Run/Walk raised more money than ever before. There were more sponsors, participants and more raffle tickets sold. There was increased publicity for and after the event including articles in local newspapers, raffle sales at locations around town and front page photos and articles following the Run in the Town Crier.

Raffle sales at various town locations and added publicity for the Run brought greater citizen awareness of Dudley Pond and the DPA's fund raising efforts to control milfoil. As a result, the Association received generous contributions to support its work.

The Board discussed ways to improve the Dudley Pond Run in the future. Some ideas were:

bullet

survey past runners for suggestions

bullet

start the race earlier in the day

bullet

have a clearer schedule of the day's events for all participants and volunteers

bullet

change requests for specific foods from sponsors to avoid duplication

bullet

have runners/walkers register on the DPA website

First Annual Yard Sale

The purpose of the DPA Yard Sale this year was to encourage people in the watershed area to become members of the Association. This year several families took advantage of the event.

The Board discussed having the DPA Yard Sale in May instead of the same weekend as the DPA Run. The Yard Sale could be announced at the Annual Spring Meeting in April and also could be advertised in the spring newsletter.

The advantages to having DPA Yard Sale in the spring would be:
bullet more volunteers might be available to help
bulletthe DPA efforts to control milfoil infestation would be publicized twice each year and increase public awareness
bulletthis event would focus on encouraging membership and community involvement and not focus on fundraising as does the DPA Run.
bulletwith "spring cleaning" being an annual event in many households, more people might participate

The Dudley Pond Association's Endowment Fund

Jamie reported that the Endowment Fund was originally established to provide funds for major projects. When the Fund reaches $100,000, the interest earned can be used each year. The $100,000 principle will remain intact. At present, the Endowment Fund's total balance is $30,000.
The Board discussed encouraging Dudley Pond Members to make tax-deductible donations to the Fund before the end of the year.

Annual Fall Members Meeting - October 30

Our Annual Fall Meeting and Spaghetti Dinner will be held on October 30 from 4-8 p.m. at the Senior Center, Town Building in Wayland Center.

The Board's discussion of the proposed agenda included:

bullet updates on the S319 Grant including discussion of the educational component, the proposed introduction of weevils, and the timetable for construction of the bio-retention cell and work to prevent erosion
bulletupdates on hand-pulling milfoil and areas still infested
bulletReports on the Dudley Pond Run/Walk and the DPA Yard Sale
bullet and possibly a "round table" discussion of the history of Dudley Pond

Respectfully Submitted,
Karen Lowery, Secretary

DPA E-Board Meeting Minutes
9/8/05

Attendees:  Jim Thompson, Jamie Pierce, Russ Ashton, Lisa Newton, Grace Olin, Jackson Madnick, and Karen Lowery

S319 Grant:
bulletOn Tuesday, September 13, at 9:30 a.m., Karen Lowery will represent the Dudley Pond Association at a meeting with Brian Monahan, Judy Currier and Bob Hartzel to examine the outlet stream and the erosion that has taken place at Route 27 across from the Middle School.  During this meeting,  Bob Hartzel will review GeoSyntecs plans, which will be presented at an upcoming meeting of Wayland's Conservation Commission.  These are plans to filter water runoff from the area of the Middle School through a bio-retention cell and on through the outlet stream under Route 27.

Dudley Pond Planning Committee:
bulletLisa Newton volunteered to be a member of the Town of Wayland's  Dudley Pond Planning Committee.  The Board would like the purpose of this committee to be clarified.  Russ Ashton suggested that a letter be sent to the selectmen and ask them for a clarification of the purpose of this committee and also ask when this committee was created by the Town of Wayland.

The Dudley Pond Yard Sale:
bulletThe Dudley Pond Community Yard Sale will be held Saturday, September 24, in neighborhoods around Dudley Pond.  Board Members will pass out flyers and encourage households to participate.
bulletA $20 fee for participants will be used as a membership payment for one person in the household.  If participants are already members, the $20 can be applied toward their 2006 membership with $15 dollars going toward the membership fee and $5 as a donation.  If they prefer, they can receive a DPA hat instead.

bulletThe Yard Sale will be advertised in the Middlesex News for 3 days.  It will also be advertised in the Town Crier's Community Calendar.

DPA Memberships and Announcements:
bulletIt was suggested that the DPA membership discuss reinstating the Family Membership that was dropped 2 years ago.
bullet Judy Currier and Jamie Pierce will help organize an email list of DPA members to be used for announcements and watershed notifications.

Dudley Pond Fun Run:
bulletRace entry forms are beginning to arrive in greater number and coordination for this event is on schedule.  There will be a final meeting of the Fun Run Committee on Monday, September 19, at 7 p.m. at the home of Linda and Bob Smith.

Jackson Madnick from Surface Water Quality Committee Reports
bulletJackson gave a report on the importance of continuing the hand-pulling effort to control milfoil infestation.  He cited the success of Cushman Lake in Maine and the report of Maggie Shannon of the Maine Congress of Lake Associations which promoted aggressive hand-pulling after a herbicide treatment.

bulletJackson said that he would ask the Surface Water Quality Committee to consider shifting their remaining budget money to support a final hand-pulling effort in Dudley Pond for 2005. The DPA Board supported this and appreciated Jackson asking the SWQC for these funds for a final hand-pulling effort of the year.  If the funds are granted to the DPA, divers could pull many of the remaining milfoil plants in the Pond.
bulletAt this time, the DPA has used all the money set aside for hand-pulling from the S319 grant. Hand-pulling has been taking place all summer. Ted Fiust heads up the diving effort and 30,000 plants have been pulled so far.
bulletThe Board voted an additional $1500 for hand-pulling of milfoil.
bulletBob Hartzel needs an area of the Pond with a concentration of milfoil plants for the introduction of the weevils next year.  Therefore, the milfoil plants in this area will be not be hand-pulled. It appears that the waters around the Chateau may be the weevil introduction area.
bulletThe  DPA will need considerable funds for hand-pulling milfoil in 2006.  An Article should be prepared by December 2005  for Wayland's Town Meeting in April.

Annual Fall Meeting
Karen will reserve the Senior Center for Sunday, October 30 from 4-8 p.m. for our annual fall membership meeting.  Our agenda will include:
bullet a report on the Fun Run
bullet a discussion on the cost and budgeting of hand-pulling milfoil for 2006
bullet an update on the S319 grant including a time line for the introduction of weevils, plans for the outlet and bio-retention cell construction, and how the community education component of the grant should be presented
bullet setting up a system for contacting volunteers and members via a phone chain or email
bulleta report on "success ponds" which combine herbicide treatments with aggressive hand-pulling

The next DPA Board meeting will be on Thursday, October 6 at 7:30 at Jim Thompson's.

DPA E-Board Meeting Minutes
8/4/05

Attendees: Jim Thompson, Jamie Pierce, Russ Ashton, Grace Olin, Judy Currier, Steve Robb, Lisa Newton, Lynn Dowd, Karen Lowery

S319 Grant update by Judy Currier:

bullet

Bob Harzel/Geosyntec is working on the engineering plans for the bio-retention cell. In 10 days-2weeks there will be a walk-through with ConComm before the Hearing to familiarize them with the actual location and plans. Bob will coordinate with Judy on the time and date of the walk-through with ConComm and will let the DPA Board know.

bullet

It will be proposed that the run-off from the manhole in the Middle School ball field be filtered through the bio-retention cell so that the runoff does not go directly into the Pond.

bullet

The Highway Department cannot work on the outlet stream until September. It is important that ConComm see the erosion that has taken place there.

bullet

The cleaning and stenciling of storm drains will be done in the spring. It was also suggested that BT “cakes” be put into the storm drains to kill mosquito larvae. Individuals or teams of people living in the watershed should carefully monitor the cleaning of storm drains in their areas.

bullet

Weevils cannot go into the pond this year. There isn’t enough healthy milfoil for them at this time. There should be enough by 2006. When the weevils are introduced, it will be important to start an education process about their effect on the milfoil. There will always be some in the pond. With Sonar treatments, the milfoil completely dies after application.

bullet

Bob Hartzel says, that for a body of fresh water of Dudley Pond’s size, there is very little vegetation because of the Sonar treatments. There is a long-term risk that ponds can flip from plant life to algae if too much Sonar is used.

Fun Run Update:

bullet

Pledges from Fun Run sponsors have increased over last year. Raffle prizes continue to come in from generous sponsors.

bullet

Linda Smith gave us the name of a Natick t-shirt company who will print the Fun Run t-shirts at a good price. We agreed on 100% white cotton t-shirts with dark green printing. The DPA canoe logo would be on the front and sponsors’ logos will be on the back.

bullet

Mike Lowery will have flyers printed and ready for “folding party” on Wednesday, August 10, 7:30 p.m. at the Lowerys. He will also prepare a PDF file for the t-shirt company.

bullet

Jamie Pierce will bring all the address labels for the watershed and past runners. Flyers will be mailed out by Friday, August 12.

bullet

Additional Fun Run flyers will be placed in stores and businesses that are sponsoring the Run.

bullet

Jim Thompson will check on signs to be placed around town and work with Wayne Kelley on this.

bullet

Karen Lowery will send confirmation letters to food sponsors.

bullet

Jim Thompson will take care of the trophies for the winning runners.

Watershed Yard Sale:

bullet

Russ Ashton is organizing a Watershed Yard Sale to be held on Saturday, September 24. There will be several houses on streets in the watershed area hosting yard sales. Russ will create a map of locations.

bullet

Each house will pay a $20 registration fee which will go toward a DPA membership

bullet

Postcards or flyers will be sent out to announce the details of the sale.

Addendum:

bullet

The DPA Board approved $1500 for an additional 37.5 hours of diving and handpulling for Ted Fiust. Ted plans to focus the pulling in the area of the Chat. That area is heavily traveled and also has the most milfoil.

bullet

Announcement of the Watershed Yard Sale was sent out with the Fun Run flyer.

DPA E-Board Meeting Minutes
6/2/05

Attendees: Jim Thompson, Jamie Pierce, Russ Ashton, Grace Olin, Judy Currier, Steve Robb, Lisa Newton, Lynn Dowd, Karen Lowery

S319 Grant:

bullet

Judy, Jamie, Jim went to Conservation Commission Thursday May 26th. DPA has Order of Conditions to put weevils in one test area 40’ x 100’. DPA wants to amend this to enable us to introduce 12,000 weevils in up to 3 locations.

bullet

GeoSyntec has received and signed contract on May 31. GeoSyntec can’t do anything until the quality assurance project plan is written and approved. Contract covers: quality assurance project plan, weevils operation and maintenance plan, the bio-retention cell and outlet stream. The S319 contract is between GeoSyntec and the Town of Wayland; DPA would like to transfer Orders of Conditions from DPA to Town of Wayland. GeoSyntec proposal will be posted on the web.

bullet

Ted Fiust was awarded the diving contract. Ted is hand-pulling but Bob Hartzel/GeoSyntec is the Project Manager. Ted can recruit volunteers.

bullet

ConComm will schedule a public hearing. Abutters will receive notices of a Thursday the 9th public hearing. ConComm wants a plan for the timing and location of the introduction of the weevils.

bullet

Judy called Bob Hartzel (GeoSyntec) about timing – weather has been so bad that milfoil is not growing well -- no sun. Judy asked Bob if he had an idea of where sites might be. He said not before the Hearing on the 9th because he wants to see the sun patterns.

bullet

Once the bugs are in they will move to where the milfoil is. Judy will ask Bob Hartzel before the ConComm meeting to tell us how the bugs are put in. GeoSyntec says as long as there is food, weevils may be introduced.

bullet

Stenciling drains may be done next year.

Fun Run Planning:

bullet

We need to get started – especially on the sponsors. Linda Smith will set up a meeting. The Fun Run is the last Sunday in Sept. (25th).

bullet

Possible link to Flea Market / Open House

bullet

Bob Smith found someone else for race timer – discussion of $600 cost and alternatives.

bullet

Discussion of post cards for Fun Run notifications (and perhaps Fall Meeting)

bullet

Jim Ogletree has a list of people and what they have offered to do.

Fund Raising Ideas:

Russ Ashton has been driving an effort along with members of the Membership Committee, to come up with ideas for membership outreach and fundraising. Some ideas Russ presented at the meeting:

bullet

Flea Market / Open House: Various options for the locale, timing, and organization of a DPA sponsored sale were discussed including:
bullet

Open houses vs. central location

bullet

Selling tables, selling advertising

bullet

Possible timing to coincide with the Fun Run.

bullet

Timing of announcements.

bullet

Wine and soda tasting. Judy suggests wine tasting and grape juice. Combine wine and cheese with fall meeting

bullet

Grace Olin offered to have a pot luck supper at her house. Adults only. All of June available, or first week in July. We should pick a date. Donations accepted for DPA . Steve Robb suggests not a summertime but mid-October

bullet

Float-in theater – Mike Lowery’s idea -- popcorn, refreshments for sale.

Next meeting will be Thursday, July 7 at 7:30 PM - Jim Thompson’s house.

This allows RFPs to be sent out to prospective companies to complete the work

bullet

Still there is paperwork, several contracts and other technicalities to complete

bullet

Jamie Pierce asked if hand pulling or other efforts can be implemented before the QAPP (Quality Assurance Project Plan) is approved
bullet

Answer: Not really

bullet

There needs to be in place some way to measure success

Guest Speaker: Bob Hartzel of GeoSyntec

bullet

Bob and his firm were hired by the DPA to help us organize and write a compelling proposal to increase our chances of receiving the grant money

bullet

GeoSyntec will be one of the firms asked to fill out a RFP for their assistance in implementing the actions funded by the grant

Project Overview
Weevils:

bullet

Weevils are a biological control technique
bullet

Using an organism as a predator

bullet

Mechanical control technique would be a harvester or a hand rake

bullet

Chemical control would be sonar or some other herbicide

Question: How do you measure success and failure and who monitors this?

bullet

You take plant samples and look for damage to the plant and bugs on or in the plant

bullet

Look for a decline in the total plant population

bullet

There are stages of success:

  1. The weevils must start feeding on the plants after being introduced to the pond

  2. The weevils must be able to survive the winter

  3. If they winter over, it is quite likely they will survive

  4. Then, you look for them to reproduce and further attack the plant supply

Question: Is there a worry of some fish eating the weevils?

bullet

When the bugs are eating and laying eggs, they are hugging the plant. They are not visible to fish.

bullet

The only time the bugs swim around and could be eaten is after the plant population is thinned out.
bullet

The milfoil is less of a problem at that time

bullet

The entire system should become somewhat cyclical. Where there are a lot of plants, the bugs eat and breed. When there is less milfoil, it doesn't sustain as many bugs and some die off. There will become balance.

Bio-retention Cell

bullet

Used in a small watershed area

bullet

Use of leaching catch basins

bullet

Will be implemented at the Middle School
bullet

There will be a swale to excavate

bullet

Then, re-layer with soils better at leaching and plants that help take pollutants out of storm water.

Capital Campaign: Letters were sent to abutters and residents whose property is within 1000 feet of the pond. The goal was to raise $12,000 over the 3-year life of the S319 Grant.

bullet

As of 4/28/05 the campaign has raised $12,215 from 77 donors.

bullet

We also have a commitment from the Police and Highway Department for a donation of free labor.

Various Items of Importance:

bullet

Molly Upton reminded us that we will need special paint for the storm drains

bullet

John Darack commented on a clogged outlet stream. For the past 5-6 years he clears out the area, he suggested maybe a more formalized plan to keep areas like this watched and addressed

bullet

Marilyn Darack reminded everyone when they walk, to bring a bag and pick up trash along the way. Help keep our neighborhood clean.

bullet

Ted Fiust gave a diving update. His finding is that the milfoil plants are at similar levels to last year.

bullet

Linda Smith is looking for people to get involved with fundraising and educational events, and participate on the Fun Run committee. The Fun Run will be 9/26/05

bullet

Jamie Pierce has been working with some DPA members at updating and upgrading the website. He urges people to visit the site to see the changes.

bullet

Jim Thompson recognized the death of Grace Kelley, and deepest sympathies to Wayne Kelley. Russ Kelley was an early founder and president of the DPA. Grace and Russ's contribution was and is appreciated.

2005 Planning:

bullet

Membership: Russ would like to put all of his focus on membership for the next 12 months.

bullet

Web Site – This is an underutilized resource. Due to some technical constraints we have been unable to implement certain functions which could help us make more of the site.
bullet

Additionally, as part of the S319 Grant, we need to provide up to date information on the site regarding the project

bullet

Amy made a motion to change hosting facilities in order to a provider that offers more flexibility with respect to email, content management and updates for the grant. This way we can use the site to gather and provide information.

bullet

Motion accepted unanimously

bullet

Jamie will help with transition after which Ken said he’d like to get involved in managing and updating the web site.

bullet

Officers: Need to fill the Second VP position and Secretary

Surface Water Quality: Jackson reports that there has been $300,000 cut out of the town budget and they are looking to take back unspent funds

SWQ is asking for $79,000 total to be divided between Dudley Pond, Herd Pond and Lake Cochituate over a 2 year period.

bullet

$21,000 of which would go to Dudley Pond maintenance and water testing

bullet

Support for a Warrant Article for programs for 2005

bullet

Jim made a motion that the DPA write a letter in support of the efforts of Surface Water Quality to receive additional town funding.
bullet

Motion accepted unanimously
