Fall Meeting Review: Some DPA members approached DPA officers to express some concerns that as a group the DPA Executive Board can not endorse a candidate or positions.

Fun Run Review: There should be an attempt to get the certificates and shirts to sponsors faster. If we can get them out before the race or as close to the race as possible it would show more appreciation.

DPA Membership Fall Meeting Minutes
10/24/04

Welcome and Introduction: Jim Thompson

Minutes from the Spring 2004 meeting were read and accepted.

By all measures the Fun Run was a Success.

Sponsors and raffle donations were both up over 2003.

Membership: Jim Ogletree reported that there are 95 individual members, 58 life members and 12 sponsors.

There are 600 families on the watershed. He is asking for ideas on how to encourage renewal and also encourage lapsed members to return to the association.

Suggestion of bringing more new neighbors to the Spring/Fall meetings.

Sherry Fiust suggested making the meeting more social, possibly a different location with activities and possibly with babysitting.

Another idea to add to the fun was to have a Power Point presentation of families and fun on the pond.

Fun Run Wrap Up:

Linda Smith thanked volunteers and gave out tee shirts and certificates to give each of the sponsors.

Jim gave special thanks to the Fun Run committee for all of their hard work in organizing the entire event and the money it raises for the organization.

S319 Grant Presentation

Judy outlined the areas of focus and improvement covered in the S319 grant.

She also presented the where the money and man-hours will come from for each component of the project.

Resources will come from the Grant, from the Town, and from the DPA.

Capital Campaign – In order to pay for the cash component the DPA is required to contribute to this project, we are going to start a Capital Campaign targeting Home Owners, Real Estate Agents and businesses within a certain distance from the pond.

Elliot Pollak and Wayne Kelly agreed to act as Co-Chairs

Bob Smith said he felt we should ask the Selectman to match what we raise.

Surface Water Quality: Jackson Madnick asked us to provide him a bulleted wish list of items that need to be done for and around the pond, and that he’d incorporate that in his planning and budgeting.

There was a request of Jackson for a report from Surface Water Quality on what $ has been spent on, and what it will be spent on going forward.

Milfoil: Ted Fiust gave a report and summary on the hand pulling efforts of the last few months.

The “hot spots” are near the Chateau and the cove near John Darak’s house.

There has been @ 150 hours of pulling, and there are still 3,000-4,000 plants left.

There is no way to know or what spring will bring.

Ted thinks $6,000 is the correct amount to budget for hand pulling in 2005-2006, although the introduction of weevils may decrease the need for as many diving hours.

A motion was made by Margot Melnicove to add $2,000 to add a line item to the budget specifically for hand pulling.

 The motion was voted on and accepted. Budget amendment unanimously accepted.

Harry S. Olin Award: Is given for special service to the DPA. Jim presented the Award to Judy Currier for her years of dedication as a member, as an officer and most recently for being the driving force behind the S319 Grant which will greatly benefit the DPA and the entire Town of Wayland.

Fun Run Wrap Up:

Financial Results: Jamie reported $5,673 of income less $1,585 of expenses for a net of $4,088. The 2003 profit was $4,210.

Grace suggested setting up a DPA membership table at the run, encouraging people to join.

Another suggestion was to display photos of people enjoying the pond and water activities and other DPA functions.

9/2/04

Amy read the meeting minutes from the August 2004 meeting and they were approved.

Budget Planning: Judy raised some budge items relating to the 319 Grant. Below are new line items to cover expenses that we have not incurred previously. The estimates are as follows:

Milfoil: Ted reported that there is reasonable control with over 60 man-hours of hand pulling complete. He cautioned that the plants are still growing this season and there is no way to guess what things will look like next spring.

Jim read the meeting minutes from the July 2004 meeting and they were approved.

Milfoil: Ted joined the meeting to discuss the recent significant growth of Milfoil in 2 coves. He has done a great deal of hand picking and counting of plants, buy says there’s much more work to be done.

The original application of herbicide came with a guarantee and we are within that time frame, however we would need approval from Conservation Department for a re-application and waiting for that approval would put us outside the timeframe of the guarantee.

Jim will request that Jerry come back and check the re-growth.

Jim will also have a discussion with Jackson to ascertain whether weevils would be put in this year or not.

MINUTES OF THE DPA EXECUTIVE BOARD 
JULY 8, 2004

As Amy Borner could not attend, Jim read Amy’s “draft” minutes from the DPA meeting of June 3, 2004. These were approved. 

Weevil Barrier Issues:
A concern was voiced by Bob Smith and Ted Fuist that the current barrier is allowing milfoil to grow both under and over it’s enclosure. Jim Thompson and Bob Smith kayaked out to the site for inspection as did Judy Currier who also spoke to Bob Hartzel. Jim phoned Ted before he left for vacation and followed up after his return, asking Ted to perform a temporary repair, using the extra material he has on hand. Apparently Jackson Madnick was concerned that Ted would disturb or actually remove the milfoil, which was not the intention. Jim will reexamine the site again and speak to Ted to obtain his best estimate of the amount of healthy milfoil in and/or around the enclosure. 

Weevil Feasibility Study for 2004: 
In a conversation with our Consultant Bob Hartzell, he indicated to Judy that as far as he can determine “there will be no feasibility study this year”. This was based on his opinion as to the amount of milfoil in witnessed in early June. On separate occasions Judy and Jim visited the site and witnessed only a heavy growth of curly leaf, but not milfoil. The milfoil observed was sporadic in growth and not especially thick in appearance. 
Earlier this week, Jim spoke to Bob about this situation and his comments to Judy. Jim asked Bob to provide the DPA, in writing, his “statement/opinion” remote unlikelihood of introducing weevil in 2004. Bob confirmed his statement but seemed a bit reluctant to put something in writing at this time. During our meeting, the DPA Eboard voted to pursue this matter, recognizing that Bob is our consultant and we do not have the expertise nor true independence to provide such a statement. While this statement/position is of relatively value today, it could be of utmost importance as we work with the SWQC and the C.C. towards the 2005 weevil study, assuming nothing changes this year. 

Fun Run Update and Sponsorship
Jamie attended the recently scheduled Fun Run planning meeting at Linda Smith’s house. However, this meeting had to be cancelled, as he was the only attendee, due to problems Linda is still having with her race notification list. Linda is now looking into this and indicated that she expects the next meeting to be held on Thursday, July 22nd. 
As part of our meeting Jamie confirmed where we stand today with our sponsors and what money has been received. In addition:

 Jim hopes to finalize MCI Motors and Sweeney & Schultz. (Elaine Sweeney has promised Jim a new sponsorship, however, she first wanted to know what happen to her Lifetime $200 membership check which she issued in April and had not been cashed.  Jim Ogletree was contacted and this check was found and forwarded to Jamie Pierce.

Jim will ask Arlene Pollak to pursue George Howell for a $200. donation. 

Fun Run 2 Mile Walker Division:
Jim discussed the need to ensure we better organize, monitor and acknowledge the Walker division this year. Last year saw a surprisingly good turnout, however, our monitoring was weak, which resulted in some confusion and words of anger between the 2nd and 3rd place finisher. In the past, our lack of attention had also resulted in complaints from those participants who had paid their $15.00 entry fee.
It was also decided to change from a strictly lst Place Male and lst Place Female winner, to a lst, 2nd and 3rd Place finishers, regardless of sex. 

NEXT MEETING: Thursday-August 5th at 7:30pm, at the Thompson’s- subject to any other suggested location.

S319 Grant: Judy provided a detailed review of a meeting she recently attended with the Highway Department and Conservation regarding their supplying labor in support of the grant. The discussion centered on a bio-retention cell in a parcel of land belonging to the Middle School and some land under control of the Conservation Committee. Town equipment would be required as well as physical labor. She also went through a breakdown of the grant proposal and where funds would be allocated.

Margo Melnicover, Karen Fahrner, Kevin Goodwin, Michael Goodman are being talked to about the President and 2nd VP positions. Amy Borner has agreed to be nominated for the Secretary position. Jim Thompson and Jamie Pierce will continue as board members for the next term.

Spring Meeting
Decision was made to have the Spring Meeting at the Town Center and use the Rod & Gun club as a back up if the Town Center is not available.

DPA Fundraiser by the Robbs of Wayland
The Robbs have offered to do a fund raiser for the DPA. An advertisement will be published in the April Newsletter. The photo shoot is scheduled for October 30 at Mansion Beach from 10-12. 50% of the proceeds will go to the DPA. Appointments for a sitting will need to be made with the Robbs. Steve Robb will try to attend the Spring Meeting with a display of their work.

S319 Grant
There is money available in the previous grant for grant writing. Bob Hartzel has quoted $3,000 for an engineering study that’s needed for the S319 Grant. This is more than what has been budgeted in the current DPA budget. Judy will contact Surface Water Quality to get approval to spend the money from the previous grant to make up the difference.

Miscellaneous
$50 approved for special award at April 25 meeting.
Jim Thompson is getting quotes from the NALM for Liability Insurance.
Jim Thompson attended a seminar at Great Meadows and found out that there are beetles available for purple loosestrife.

Fun Run
We need to go out to bid for a timer in order to get the best price.
We need someone to take the Sponsor coordination over from Tom McGreenery
Linda Smith has the details of the Fun Run project on disk for the next Race Director

DPA E-Board Meeting Minutes
2/5/04

Attendees: Judy Currier, Lisa Newton, Jamie Pierce, Grace Olin

Jamie reported that the renewal statement for the Directors and Officers Insurance arrived. The premium is $1744, and is due by May 9. This is a budgeted expense. Jamie moved that we renew, which was approved unanimously.

Lisa reported contacting Michele DeCoteau, the 319 Grant writer. The state hasn’t announced the grant process yet for this year. She is contacting SVT and Crossroads regarding additional funding possibilities. Michele also had various suggestions for this year’s grant. Lisa will contact Bob Hartzell to explore his offer to help in the 319 process.

After a discussion of the alternatives, the board voted to hold the Spring Meeting at the Town Building Hearing Room, using the gym for babysitting. It was decided NOT to use the Senior Center for cooking. Jamie will reserve the room.

Judy spoke with Ferenc, and he hopes to have membership address data up on the web by mid-February. Jamie will coordinate with Jim Ogletree about getting the data to Ferenc.

Judy spoke with Brian Monahan at Conservation about getting the ball rolling for removing the road sand buildup from the outlet stream. Will follow up in a couple of weeks to see what progress has been made.

Judy spoke with several people at the state Fisheries office and has a name to call at the next higher level for alternatives to stocking or approval to stock large-mouth bass. The major consideration is cost: bass are $25-$30 apiece.

Dudley Pond E-Board Meeting Minutes
1-8-04

Treasurer’s Report

Jamie has noticed a change in amounts from last year’s donations. This may be due to the letter going out later, or we may be losing money by dropping the family membership. 

There was a discussion regarding transferring some of our operating funds into the endowment fund. A motion was not forthcoming because the majority felt we needed to keep our funds liquid for emergencies.

IT Committee – Jamie Pierce, Ferenc V.K., Jim Ogletree
It is possible to link the membership database to our web site. Jim Ogletree will provide Ferenc with our data base to do this. We can then create labels from the web site.

Outlet Stream
Brian Monahan and Jamie Pierce met regarding the Outlet Stream issue. Brian is not convinced that the sandbar is causing the high level of water at the outlet. He did agree that we need to take care of the issue in the spring. Judy will send a letter to the Conservation Commission to request a solution to the outlet problem.

Stocking with Bass
Brian Monahan said to call Fish and Wildlife regarding stocking the pond with Bass.

Milfoil Report
Gerry Smith wrote a full report and sent it to Jeff Ritter and Jackson Madnick. Judy will get a copy.

Miscellaneous
Minutes from 12/4/03 E Board Meeting were read and approved.

Judy will contact nominating committee for new board members

A discussion was held on potential sites for the Spring Meeting due to the issues with the kitchen not being functional at the Town Building.
